Construction Supervision Major outstanding items of electrical works that were completed in this month included completion of modifications to LV switchboard and diesel generator boards to satisfy contract requirements, replacement of protection relays with upgraded models, testing of 110kV cables, and final testing by ETC of replacement relays and 22kV switchboard. A joint inspection of electrical snag list items is intended in early April. Work continues in Lien Chieu Substation on VO No. 1 installation works. A major shutdown of the sub-station was carried out starting midnight on 30 March for 24 hours to allow installation of equipment, move main gantry and reconnect overhead system for Hoa Khanh bay as part of V O No. 1. Meetings between PMU85, PTC No. 2, Engineer, and the Contractor continue to be held to coordinate the requirements for the energisation of the Hai Van Pass Tunnel 110kV substation. There is a considerable amount of documentation, presentation of technical information and other paperwork required. It is estimated that Hai Van 110kV substation can be energised in mid April. The actual energisation and duration (whether 72 hours trial energisation or permanent service) is dependant on EVN concurrence and a final determination of which parties will be responsible for operations and maintenance of what sections of the PKV installed power system. It was estimated by the Contractor that all non-electrical items (civil/architectural works) on the snags list would be completed by end of January, 2004 with the remainder in February. A joint inspection was carried out on 1st April of all non-electrical items on snag lists. There are still a small number of outstanding items to be corrected. Relays in the 110kV GIS were replaced with upgraded models by the manufacturer at no cost to the client. Repairs to cracks in the OCC exterior walls were carried out and re-painting completed in February. The air conditioning and ventilation installation was completed but still has defects in one unit. General furniture (tables, chairs, etc) was delivered to the OCC and most of the remainder including photocopy machines, computers and non-fixed kitchen equipment was in PKV on-site storage for safe keeping.
