Scope of Works

The Scope of Works listed below is for the construction of the Hai Van Pass Tunnel Electrical and Control Systems in the framework of the Hai Van Pass Tunnel Construction Project is intended to give the description of the Works required.

1. Electrical Systems

1.1 Medium Voltage System

  • MV/LV Substations

The MV System makes provision for the construction of 8 (eight) MV/LV substations, to provide power supply to the tunnel electrical consumers.

All substations are designed with the single busbar configuration and shall be equipped with 2 (two) Distribution Transformers (excluding substations S/S-7 and S/S-8, which shall be of the compact type with only 1 (one) Distribution Transformer).

Substations S/S-1, S/S-2, S/S-4, and S/S-6 shall contain 4 (four) 24 kV rated Circuit Breakers for MV lines and Distribution Transformers protection, when substations S/S-3 and S/S-5 shall hold 6 (six) of the same type Circuit Breakers.

The compact substations S/S-7 and S/S-8 shall be equipped with 24 kV rated RMU’s (Ring Main Units) providing Circuit Breakers’ protection to the Distribution Transformers with motorised Load Break Switches on outgoing lines.

  • MV Power Distribution Lines

The MV Power Distribution lines shall be installed in the dedicated raceways inside the tunnel and in the ductbanks or directly buried in the ground outside the tunnel facility.

Configuration of the MV Power Distribution System shall made provision to be operated with "open" or "closed" loop system’s philosophy.

The MV Power Distribution line conductor inside the tunnel and in the ductbanks installation shall be a single core unarmed XLPE insulated Cu PVC sheeted 24 kV rated cable.

1.2 Low Voltage System
  • Low Voltage Switchboards

The following Low Voltage Switchboards shall be installed in the separate compartment for each MV/LV substation:

* Main LV Distribution Board

* Auxiliary Distribution Boards (AC and DC)

* Interior and Exterior Lighting Distribution Boards (in substations supplying power to these facilities, including Main 110/22 kV Substation)

  • LV Power Distribution Lines

The LV Power Distribution lines shall be installed in the dedicated raceways inside the tunnel and in the ductbanks or directly buried in the ground outside the tunnel facility.

The System makes provision for utilisation of the mineral insulated (MgO) fire resistant cables as conductors inside the tunnel. The NYY type single or multi-core cables shall be installed in ductbanks outside the tunnel. The NYBY type multi-core cables shall be used where direct burial in the ground installation method has been applied

LV Power Distribution System shall be of the 5 (five) wires system PEN configuration with a separate Earth Continuity Conductor.

2. Lighting system

  • Interior Tunnel Lighting System

The Interior Tunnel Lighting System divided for four Interior Lighting Zones at each tunnel entrance (Threshold zone, Transition zone 1, Transition zone 2 and Transition zone 3) with one common Interior zone.

All Interior Tunnel Lighting shall be supported by UPS System to prevent the tunnel blackout during failure or malfunction of the power supply.

  • Exterior (Road and Area) Lighting System

Construction of the Exterior (Road and Area) Lighting System would require close co-operation and co-ordination between various contractors. These activities are the Contractor’s obligation and responsibility.
