Construction Supervision Work
continues in Lien Chieu Substation on VO No. 1 installation works. It is
expected that the physical installation and testing will be completed by
end of March. A meeting between PMU85, PTC No. 2, Engineer, HAMADECO and
the Contractor was held on 23rd February for preliminary coordination of
requirements for the energisation of the Hai Van Pass Tunnel 110kV
substation. There will be a considerable amount of documentation,
presentation of technical information and official paperwork and this
was in the nature of a start of establishing requirements. It
was also scheduled to test and energise one 110kV feeder (Hai Van
feeder) under VO No. 1 in late March and the second (Hoa Khanh) feeder
in April. The actual energisation is dependant on EVN concurrence and a
determination of which parties will be responsible for operations and
maintenance of what sections of the PKV installed power system. Civil
Works for VO No. 1 at Lien Chieu substation began on 22 December, 2003
and some foundation works had been completed at month's end. It
was estimated by the Contractor that all non-electrical items
(civil/architectural works) on the snags list would be completed by end
of January, 2004 with the remainder in February. There are still
outstanding items at months' end. Relays in the 110kV GIS were replaced
with upgraded models by the manufacturer at no cost to the client.
Modifications to the LV distribution Boards, as agreed in December, are
scheduled for start and be completed within the first two weeks of
March. Repairs to cracks in the OCC exterior walls were carried out and
re-painting completed in February. The
air conditioning and ventilation installation is still not 100% complete
and needs testing upon completion. At the end of January the telecom
systems had been installed but it has still not been tested. Leak tests
on the building potable water system are still awaiting completion by
the Contractor. High voltage testing of the 110kV cables began but test
equipment failed and at months end the Contractor was waiting for
airfreight of replacement equipment. Some general furniture (tables, chairs, etc) was delivered to the OCC and most of the remainder including photocopy machines, computers and non-fixed kitchen equipment was in PKV on-site storage for safe keeping.
